At Hogan Marren Babbo & Rose, in the education area, Mr. Furr represents educational institutions, educational services companies, foundations, and state agencies. Mr. Furr advises and counsels his clients on matters such as education law and policy; regulatory compliance and reform; data sharing and management; corporate transactions; and public/private partnerships. As the former General Counsel and Ethics Officer for two State of Illinois agencies, Mr. Furr advises and counsels clients in the areas of governmental ethics and compliance, public procurement, and public contracting. In addition, Mr. Furr has a national practice in representing building owners and energy services companies on matters involving guaranteed energy savings contracts that improve the energy efficiency and performance of existing buildings. Previously, Mr. Furr was a partner in the education and public policy practice of a leading Am Law 100 firm.

Representative past engagements for education matters include:

  • Served as the primary author of major legislation impacting the Illinois education system, including Senate Bill 7, 2011 legislation tying performance evaluations to critical human capital decisions, and the 2009 P-20 Longitudinal Education Data System Act that established the requirements and framework for the development of the State’s longitudinal education data system.
  • Served as lead consultant to the State of Illinois on its planning and applications relating to education stimulus programs, including the State’s applications for all phases of the Race to the Top program.
  • Served as outside counsel to various educational services companies for business strategy, public policy advising, data sharing, contractual, regulatory compliance, employment, and litigation matters.
  • Represented a private school system serving over 75,000 students for the outsourcing of its school food service program to a private vendor.

Representative past engagements for energy efficiency matters include:

  • Prepared the standard contract form for the Building Owners & Management Association (BOMA) International Energy Performance Contracting Form, including the 2015 update to the form.
  • Represented the owner of the Empire State Building on a $20 million+ high profile energy efficiency project for this landmark structure.
  • Represented the Public Building Commission of Chicago on its procurement and contract negotiations for energy performance contracting services for the Richard J. Daley Center.
