Experience
Cheryl L. Segal, having practiced law for over 15 years, is primarily engaged in transactional and regulatory work within the health care industry. She has structured and otherwise assisted in the formation and operation of joint venture entities, integrated delivery systems, physician groups and physician network groups (PHOs and IPAs). Specifically, Ms. Segal has been engaged to design and implement a multiple hospital affiliation, hospital closures, numerous ambulatory surgery centers (both physician wholly owned and hospital-physician joint ventures), imaging facilities and other service related entities. She also represents several physician groups on an ongoing basis with regard to their governance, compensation, expansion, etc. She has represented a large employer based health care purchasing coalition for numerous years and has been involved with the development of several hospital affiliated physician networks. In connection with these representative matters, Ms. Segal has extensive experience with corporate governance and operational issues, physician compensation design and plans, managed care contracting, Medicare reimbursement issues, certificate of need and state licensure issues, the Stark law and the Medicare Anti-Kickback Statute.
Education
Ms. Segal received her law degree from Northwestern University Law School and her Bachelor of Arts in Economics from Northwestern University, where she participated in the Economic Honors Program.
Professional Memberships/Activities
Ms. Segal is a member of the American Health Lawyers Association, the Chicago Bar, Illinois State Bar and American Bar Associations. She has been involved with Leadership Illinois for several years and was previously a member of its Executive Committee. She was also previously appointed by the Governor as a member of the Illinois Healthcare Cost Containment Council.
Ms. Segal was admitted to the Illinois Bar in 1988 and joined Hogan Marren, Ltd. in 1995.
